ACI-NA Calls Proposed EPA Deicing Rule Flawed

New standards contained in the U.S. Environmental Protection Agency’s proposed regulations to address runoff from airport and aircraft deicing operations are not adequately flexible and will place unnecessary and significant financial burden on the airport industry, according to comments submitted to the EPA by ACI-NA.

ACI-NA calls for EPA to revisit the flawed analysis used as the basis for the proposal, which results in a significant underestimation of the rule’s associated costs and an overestimation of its environmental benefits.  EPA also did not account for the safety and operational impacts of its proposal.

Airports across the U.S. have already invested in programs that help ensure safe and efficient winter operations while minimizing impacts to the environment. EPA’s proposed rule, which consists of strict collection and treatment requirements for deicing fluid applied to aircraft, along with an effective ban on the use of urea, a common pavement deicing product, does not adequately account for those investments.  The rule also does not afford the flexibility necessary for airports to meet their site-specific deicing needs.

Specific comments in the 173-page filing ACI-NA made last Friday point out the need to limit new source standards to new airports, focus the rule on airports where the most aircraft deicing fluid is applied, allow airports to meet their site-specific deicing needs, accurately account for the financial impacts of the proposal, and better encourage pollution prevention practices.

ACI-NA has, and will continue to, work with EPA as the agency refines its approach to this important issue.

Commissioners Congressional Reception: Purchase Tickets Onsite
If you are in the Washington, D.C. area, you can still attend the ACI-NA Commissioners Congressional Reception tonight in the Rayburn Cafeteria of the Rayburn House Office Building from 6-8 p.m. Ticket sales will be located outside of the cafeteria.

This year, the Commissioners Committee selected U.S. Rep. Richard E. Neal (D-Mass.) as the 2010 recipient of the Commissioners Congressional Leadership Award. In addition, the winners of the 2010 scholarship will be recognized at the event.

Registration for the on-going Spring Washington Conference does not include a ticket to the Commissioners Congressional Reception. Separate ticket purchase is required.

Air Cargo Conference:  Onsite Registration Available Next Week
This year’s Air Cargo Conference will be held March 9-11 at The Fairmont Olympic Hotel in Seattle, The conference will features sessions that will examine current air cargo commercial and policy landscape, discuss the business of air cargo, and share strategies to enhance air cargo revenue.

Air Cargo Committee

The focus of the ACI-NA Air Cargo Committee is to assist airport operators in the management of existing air cargo resources, maximization of potential air cargo opportunities and the enhancement of air cargo revenues, in addition to providing a forum to discuss cargo-related security issues and developing concerns in the air cargo industry. 

The committee will host their annual Air Cargo Conference next week, March 9-11, in Seattle. This conference is the premiere event for participants to examine the current air cargo commercial and policy landscape, discuss the business of air cargo, and share strategies to enhance air cargo revenue.  In addition to the conference agenda, the committee will also be holding a steer committee meeting in Seattle, which is a great opportunity for all attendees to come and learn, discuss and participate in committee initiatives. 

Finally, the Air Cargo Committee continues its outreach efforts through its monthly webinar sessions.  These webinars feature a variety of industry insiders who speak on the important issues affecting air cargo.  The next webinar will be Thursday at 3 p.m. EDT, and will feature updates on cargo security and bilateral agreements with Japan, as well as guest speaker Martin Rojas from the American Trucking Association.

Susan Prediger has joined TSA’s Office of Security Technology where she will serve as the Manager, External Stakeholder Branch, in the Office of Communications.  Her primary focus will be on industry outreach on planning, policies/procedures, and technical issues. Blog: Airports vs. Delta's CEO

In a recent blog posting, ACI-NA President Greg Principato “truth-checked” statements made by Delta Air Lines CEO Richard Anderson concerning the passenger facility charge. And, then elaborating on a response to the post, Greg further took Delta to task for other hypocrisies including tacking on extra fees in an effort to avoid the ticket tax while continuing to ask the federal government to upgrade the air traffic control network.

December 2009 Passenger Airline Employment Down 3.3 Percent

U.S.scheduled passenger airlines employed 3.3 percent fewer workers in December 2009 than in December 2008, the 18th consecutive decrease in full-time equivalent employee levels for the scheduled passenger carriers from the same month of the previous year, the U.S. Department of Transportation's Bureau of Transportation Statistics recently reported. The December full-time equivalent employment total of 379,100 for the scheduled passenger carriers was 12,900 below December 2008 and the lowest total for any month since 1993.
