CNN's Bergen to Keynote Conference in Austin

Peter Bergen, CNN National Security Analyst and author, will be the keynote speaker Oct. 12 at ACI-NA’s 18th Annual Conference and Exhibition in Austin, Texas. Bergen is a member of the Bipartisan Policy Center’s National Security Preparedness Group and is considered a leading commentator on the new generation of terrorism that threatens the West.

 “Every day, our airport members partner with airlines, tenants, law enforcement agencies and the U.S. and Canadian Transportation Security Administrations to maintain a comprehensive, layered security system to protect against threats from terrorist and other criminal activities,” ACI-NA President Greg Principato said. “Peter’s background and knowledge offer a unique perspective on how airports operate in this secure environment, especially as airports move toward the next generation of air transportation and encounter new challenges in safety and security.”
 
Bergen is author of Holy War, Inc., and The Osama bin Laden I Know, and haswritten for publications including the New York Times, Los Angeles Times, The New Republic, and TIME magazine. He also serves as CNN’s terrorism analyst, and is one of the few Westerners to have interviewed Osama bin Laden face-to-face.
 
The ACI-NA conference, “Committing to the Future: Transforming Ideas into Actions,” will be held Oct. 11-14 at the Austin Convention Center. “The opportunity for aviation executives to share strategies, network and listen to experts in the industry will prove invaluable for those in attendance,” Principato said. “Our goal is to challenge delegates’ thinking and broaden perspectives on the airport industry.”
 
Consumer Groups Try to Focus Attention on Passenger Bill of Rights

A movement to push an Airline Passenger Bill of Rights with presentations and "hearings" was held on Sept. 22 on Capitol Hill as FlyersRights.org and the Business Travel Coalition hosted a Passenger Rights Stakeholders forum. The event drew ACI-NA members, senators and a former airline chairman.

 ACI-NA members George Doughty, executive director of the Lehigh Northampton Airport Authority, and Jim Crites, executive vice president of operations at Dallas/Forth Worth International Airport, spoke about the actions airports have taken to address passengers’ needs.
 
Lehigh does not allow planes to sit on the tarmac for more than three hours, and has provisions in place to help those passengers who wish to deplane and catch another flight as well as those who decide to terminate their flight, Doughty noted.
 
Crites spoke about the need to develop partnerships industry wide to address the issue, and discussed the work of the National Task Force on Contingency Planning. Kate Hanni, founder of FlyersRights.org, singled out Dallas/Fort Worth for the work they have done to assist passengers facing tarmac delays.
 
In conjunction with the forum, ACI-NA President Greg Principato issued a statement calling for the airlines to work with Congress and the transportation department to set a specific timetable to move an aircraft back to the gates.
 
Since airlines have failed to lead the way on passengers’ rights, Robert Crandall, former chairman and CEO of American Airlines, said that it was time to place a deadline on tarmac delays.
 
Sen. Barbara Boxer (D-Calif.) sponsor of the Senate Passenger Bill of Rights, S. 213, said momentum is building to pass the Senate’s reauthorization of the Federal Aviation Administration (FAA), which includes the provisions of her bill. Boxer was accompanied by Sen. Amy Klobuchar (D-Minn.), a member of the Commerce Committee and a cosponsor of S. 213. Her constituent, Link Christine, spoke about his experience on Continental Flight 2816 when it was diverted to Rochester, Minn. this summer.

To promote greater cooperation between the U.S. and Indian aviation sectors, the U.S. Trade and Development Agency, in cooperation with the India Ministry of Civil Aviation, Directorate General of Civil Aviation, Airports Authority of India, U.S. Federal Aviation Administration, U.S. Transportation Security Administration, U.S.-India Aviation Cooperation Program, is sponsoring the U.S.- India Aviation Partnership Summit on Dec. 7-9 at the Walter E. Washington Convention Center in Washington, D.C. The summit will include participation from India's three key civil aviation agencies - Ministry of Civil Aviation, Directorate General of Civil Aviation and Airports Authority of India. The next Air Transport System course -- the mandatory first-step in the ACI/ICAO Airport Management Professional Accreditation Program (AMPAP -- will be offered in Houston the week of Dec. 7-11. This class must be completed before students can progress to the rest of the six-course curriculum.

Public Safety and Security Committee

The ACI-NA Public Safety and Security Committee's mission is to enhance the safety and security of airports by providing recommendations to industry and government for aviation safety and security policies, identifying and promoting best practices in aviation safety and security, and identifying and/or developing educational and technological resources that help accomplish airport safety and security objectives.
 
The committee’s accomplishments since the last report:
 
Provided comments on the draft FY 2010 Commercial Airports component of the Aviation Annex to the Transportation Sector Specific Plan;
Ensured a streamlined rollout of TSA Colorimetric testing initiative
The ASSIST Advisory Task Force reviewed ten applications and found Memphis International Airport to be the most qualified for funding under the ASSIST Program.
Attended the first Aviation Security Advisory Committee held by TSA in over three years, which resulted in a number of recommended working groups.
ACI-NA Public Safety and Security Fall Conference was held in Arlington, Va., Aug. 24-27. The conference highlights included an Airport Roundtable Pandemic Preparation and Business Continuity Plans where airports participated in an exchange of ideas regarding airport pandemic preparation and business continuity plans. The conference involved presentations on various airport case studies including Exit Lane Technology, LEO Biometric Credential Verification System, and Business Continuity Plans for Airport Emergency Responders. Numerouskey federal government officials addressing airport safety, security policy and operations also attended the conference.

Alan Bersin
On Sept. 22, President Barack Obama announced his intent to nominate Alan Bersin to be Commissioner of U.S. Customs and Border Protection. Bersin is already at the Department of Homeland Security, serving as Assistant Secretary for International Affairs and Special Representative for Border Affairs. Prior to joining DHS in April, Bersin was the chairman of the San Diego County Regional Airport Authority. In earlier positions, he has also served as California’s Secretary of Education and superintendent of public education in San Diego.

Greg Wellman
HNTB Corp. expands its aviation services team with the addition of Greg Wellman as the firm’s national director of aviation planning. He brings more than 25 years of experience to the role, and will serve on the leadership team of HNTB’s national aviation practice.  He joins the firm from Ricondo & Associates where he provided aviation management and strategic consulting services as part of the project leadership team working on the Dallas/Fort Worth International Airport Master Plan. Wellman will work with HNTB offices nationwide in assisting airport operators with planning and development efforts. He has extensive experience with some of the nation’s largest and most complex airports including Hartsfield Atlanta International Airport, Boston-Logan International Airport, Dallas/Fort Worth International Airport, Los Angeles International Airport, Miami International Airport and others.

Stimulus Spotlight: San Francisco International Airport

The San Francisco Bay Area and air travelers will soon reap the benefits of a new airport terminal. Thanks to the American Recovery and Reinvestment Act. San Francisco International Airport (SFO) has received $31.85 million in stimulus funds, $15.3 million of which will be used for a new terminal.
 
“Terminal 2 (the former SFO International Terminal) was closed in December 2000 when the current International Terminal opened,” said Michael C. McCarron, Director of Community Affairs at San Francisco International Airport. “The original plan was to renovate and convert the facility into a domestic terminal.  Unfortunately, the events of Sept. 11, 2001 and the following downturn in traffic and revenue tabled those plans.” Read More

New Research Posted
Critical Issues in Aviation and the Environment 2009: The Transportation Research Board explores the major environmental media affected by aviation activities and the key processes that link aviation and the environment, including climate change, alternative fuels, and sustainability. The circular focuses on the state of science, rather than on policy, and the authors of various portions of the circular identify research that has the potential to yield benefits for both aviation and the environment during the next several years to several decades.
 
How Regulatory Standards Can Affect a Cap-and-Trade Program for Greenhouse Gases: The U.S. Congressional Budget Office has released an issue brief that examines regulatory standards and how they could affect the overall cost of implementing a cap-and-trade program in the United States.

July 2009 Passenger Airline Employment Down 5.9 Percent from July 2008

U.S. scheduled passenger airlines employed 5.9 percent fewer workers in July 2009 than in July 2008, the 13th consecutive decrease in full-time equivalent employee levels for the scheduled passenger carriers from the same month of the previous year, the U.S. Department of Transportation's Bureau of Transportation Statistics (BTS) reported on Sept. 22.
 
BTS reported that the July employment total of 386,900 for the scheduled passenger carriers was 24,300 below July 2008 and the lowest total for any month since 1993.
 
All the network airlines decreased employment from July 2008 to July 2009 as did low-cost carriers AirTran Airways, Spirit Airlines and Frontier Airlines. Regional carriers American Eagle Airlines, SkyWest Airlines, ExpressJet Airlines, Comair, Atlantic Southeast Airlines, Pinnacle Airlines, Horizon Air, Mesa Airlines, Air Wisconsin Airlines, Colgan Airlines and PSA Airlines also reported reduced employment levels compared to last year.
