U.S. International Air Service Program

The ACI-NA U.S. International Air Service Program advances U.S. airport participants’ interests in international air service and defends airport proprietary rights in U.S. international agreements and relations. Trudy Carson, Tampa serves as the chair and Hampton Brown, San Diego as the vice chair of the program.

The program’s focus remains on the U.S./European aviation relationship. In June and again in October, ACI-NA staff participated in meetings of the U.S./EU Joint Committee which oversees the implementation of the U.S./EU Agreement and in the second stage negotiations which seek to further liberalize the aviation market. Staff will participate in the Nov. 9-11 meetings in Brussels as the two governments speed up the pace of the second stage negotiations. The ACI-NA program has provided comments to the U.S. government on issues which have emerged during these negotiations over the last several months.

ACI-NA staff participated in the September U.S./Japan negotiations on a possible Open Skies agreement and resolution of some airport issues. Staff will continue to monitor and, as appropriate, participate in these negotiations

The program is organizing ACI-NA's annual International Aviation Issues Seminar which will be held on Dec. 3 at The Fairfax at Embassy Row in Washington, DC. The seminar will feature sessions on U.S. international aviation policy and negotiations, market and industry update, alliances, facilitation issues and airline incentives. On Dec. 4, there will be a meeting for the ACI-NA U.S. International Air Service Program followed by a meeting of the ACI-NA Facilitation Committee, also at The Fairfax.

Stimulus Watch: Nashville International Airport

Work is nearing completion on the Metropolitan Nashville Aviation Authority’s Terminal Apron Repair Project funded by a $4.8 million grant from the American Recovery and Reinvestment Act. The project, which was designed in-house in order to be shovel-ready and eligible for the grant, generated about 116 jobs.

The Terminal Apron Repair Project involves repair of the entire terminal apron, which is approximately 91 acres in area and is constructed mostly of concrete. Repairs include small repairs, partial depth repairs, full-depth repairs, full-panel replacement, crack repairs, and trench drain repair. All joints were to be stripped, cleaned and sealed. Pavement marking was to be replaced once repairs and joint sealing were complete. Read more

International Travel to the U.S. will Rebound by 2010

The U.S. Department of Commerce projects international travel to the United States will regain its footing by 2010 following its first forecasted year of decline since 2003. Reflective of the current global economic environment, international travel is forecasted to decline by 8 percent in 2009. A 3 percent rebound is projected for the United States by the end of 2010, followed by 5 percent annual increases through 2013.

In 2009, 22 of the top 25 arrival markets will post declines. The largest declines in 2009 will be from Taiwan (-17 percent), Ireland (-14 percent), Sweden (-13 percent), Mexico (-12 percent), United Kingdom (-12 percent), and Netherlands (-10 percent).

These declines come after the United States hosted a record 58 million international visitors in 2008. The arrivals forecast for 2009-2013 predicts that the 2008 record will be broken in 2012 and in 2013. International arrivals will reach almost 64 million, an increase of 9 percent between 2008 and 2013.
