ACI-NA Seeks Airport Funding as White House Forum Nears

In a Nov. 20 letter to Department of Transportation Secretary Ray LaHood, ACI-NA President Greg Principato urged the secretary to include funding for airport infrastructure projects as a key topic of discussion during the Dec. 3 White House Forum on Jobs and Economic Growth.

In his letter to LaHood, Principato wrote: “Many local communities have seen the positive effects of the $1.1 billion in Airport Improvement Program funding included in the American Reinvestment and Recovery Act. Airports worked with the FAA to move the money from Washington to the local communities quickly using a process that is well known and understood.” Principato noted that by June 2009, the FAA reported that all but $5 million of the $1.1 billion appropriated had been authorized to 323 separate projects throughout the U.S.

Airport infrastructure projects help create construction jobs today, “while paving the way for job creation in the future,” Principato said. In early 2009, the FAA noted there were $3 billion in shovel-ready AIP projects that could be completed in two years. In addition, the National Plan of Integrated Airport Systems estimates that between 2009 and 2013 there are $49.7 billion in airport development projects eligible for AIP grants.

Investments in airport infrastructure projects makes sense, not only as a way to create jobs and fuel economic growth, but also to ensure continued safety for the traveling public and continued investment in the future of our national transportation system.

The forum will be an opportunity for the President Obama and the Administration’s economic team to hear from corporate CEOs, small business owners, and financial experts about ideas for continuing to grow the economy and put Americans back to work.

DOT Cites Deceptive Practices in Fining Airlines for Tarmac Delay at Rochester

On Nov. 24, the Department of Transportation (DOT) issued three Consent Orders announcing that a “compromise civil penalty” had been reached with ExpressJet Airlines, Continental Airlines and Mesaba Airlines for their roles in the Aug. 8 incident where passengers were stranded on the tarmac at Rochester, Minn., for almost six hours. DOT’s Aviation Enforcement Office cited all three airlines for violating 49 U.S.C., section 41712, which prohibits unfair and deceptive practices in air transportation.

In the press release announcing the fines, DOT Secretary Ray LaHood stated “I hope that this sends a signal to the rest of the airline industry that we expect airlines to respect the rights of air travelers,” We will also use what we have learned from this investigation to strengthen protections for airline passengers subjected to long tarmac delays.”

It is Going to be a Long December

Let’s hope members of Congress finish up their holiday shopping this week as they face a list almost as long as Santa’s of ‘must dos’ when they return on Nov. 30:

Appropriations – Seven of the 12 Fiscal Year 2010 appropriations bills – including Transportation-Housing and Urban Development – are still pending two months into the new fiscal year. Senate Appropriations Committee Chairman Daniel Inouye’s (D-Hi.) hope to move a few more bills individually is unlikely to happen given that Senate floor time will be devoured by debate on the health care bill.

Expiring Provisions:

  • Estate Tax Exemption – disappears on Jan. 1 to return in 2011 at a higher rate unless action is taken to extend the current provision.
  • Federal Aviation Administration reauthorization: Extension number 7 for the FAA expires on the Dec. 31. The Senate is leaning toward another three month extension. The Senate Finance Committee still needs to take action before the Senate bill, S. 1451, is ready for the floor. 
  • Federal Debt Limit Ceiling – An increase in the current $12.1 trillion federal debt limit ceiling will be needed by mid-month according to Treasury officials
  • Highway Bill – Debate continues over whether to complete work on the six-year highway reauthorization bill, as favored by House Transportation and Infrastructure Chairman Jim Oberstar (D-Minn.); an 18-month extension pushed by the administration or a six-month extension thrown into the mix by Environment and Public Works Chairman Barbara Boxer (D-Calif.). Whichever route they choose, Congress has to take action by Dec. 18.
  • Medicare Physician Payments - Will drop by 21 percent unless Congress takes action.
  • Patriot Act – Three sections of the post -9/11 legislation expire at the end of the year. 

In addition, the Senate will take up the health care reform bill next week while the House looks at reform of the financial industry.

Globe Entry to Become Permanent CBP Program
William R. DeCota Selected as Recipient of 2009 Engen Trophy

On Nov. 23, the Aero Club of Washington presented the Donald D. Engen Aero Club Trophy for Aviation Excellence to the late William (Bill) DeCota, former Director of Aviation, Port Authority of New York & New Jersey. His successor, Sue Baer, accepted the trophy.

DeCota served as the PANYNJ Director of Aviation from December 1999 until his death in September 2009, overseeing the world’s largest airport system. During his 27 year career overseeing the operations of John F. Kennedy International Airport, LaGuardia Airport, Newark Liberty International Airport, Stewart International Airport and Teterboro Airport, DeCota was recognized as a national leader who was passionate about aviation and the national air transportation system. 

The Aero Club of Washington, celebrating its 100th anniversary, was originally founded to promote the Wright Brothers and their efforts. The club seeks to commemorate the Wright Brothers' historic actions by awarding an annual Trophy for Aviation Excellence.

2009 News, Gifts and Specialty Retail Survey Result Released

The first phase of the ACI-NA Concessions Benchmarking Survey that focused on News, Gifts and Specialty Retail Shops was recently reported at the ACI-NA Commercial Management Committee meeting in Indianapolis.

The survey, which was launched in June, was designed to create a central information source for News, Gifts & Specialty Retail data, as it is not readily available. The final results represent 69 percent of large hub airports, 57 percent of medium hub airports and 18 percent of small hub airports. Nine Canadian and other airports also responded to the survey.

The analysis of survey data reveals the following key findings:

  • Most airports conduct customer satisfaction surveys and have updated their passenger data in the last 2 to 3 years.
  • While the length of news, gift and specialty retail lease contracts varies greatly, most contracts run 6 to 10 years.
  • The majority of the airports do not contribute to the marketing of the concession program, while only one third of the airports collect a marketing fee.
  • Airports set up standards to manage their concession programs with over half requiring minimum staffing levels and over 70 percent defining and controlling product lines sold.
  • Over 60 percent of the airports have only one person or less dedicated to working with News, Gifts and Specialty Retail Shops; but 8 percent have more than four staff members assigned to this niche.

Participating airports will receive the full survey data in late December.

ACI-NA/ACC/FAA Airport Planning Redefined Course and
ACI-NA/ACC/FAA NEPA Practitioners Workshop: Cut-off Date Extended
ACI-NA, ACC, and the FAA will host this first Airport Planning Redefined Course at The Westin Crown Center in Kansas City from Dec. 7-9. The course will go beyond the Master Plan advisory circular to provide insights that will enable professionals involved in planning airport improvements to be more effective and better prepared in today’s environment. On the final day of the Planning Course there will be a half day joint session with attendees of the annual NEPA Practitioners Workshop scheduled for Dec. 9-10. This workshop will use detailed presentations along with interactive and collegial activities to educate you on key tenants of the NEPA process.  Expect interactive discussion and workshop projects.

Insurance and Risk Management Committee

The ACI-NA Insurance and Risk Management Committee serves as the forum for discussing airport risk management issues including loss control and prevention, airport insurance agreements, regulatory requirements, and enterprise risk management, as well as airport safety issues and other important insurance-related topics. It also works towards developing and enhancing the ACI-NA Airport Insurance Program.

The committee’s steering group is busy planning for its upcoming 2010 Insurance & Risk Management Conference being held in San Diego on Jan. 13-15. This conference offers an in-depth program focused on critical risk management, insurance, and employee safety issues facing the industry today. In addition to the conference, the steering group is also holding a committee meeting in San Diego that is open to all attendees.

The committee’s working groups are also finalizing their year-end projects. The Finance & Insurance Working Group released a survey earlier this year regarding construction insurance requirements at airports, and the final report is forthcoming. Also, the Safety & Loss Control Working Group continues to hold quarterly conference calls where members meet to discuss important safety issues, and initiatives that the group is interested in taking. In addition, its task force on Escalators and Moving Walkways is working on developing a database regarding airports’ escalators and moving walkways and their safety issues.

September's Airline Employment at Lowest Level Since 1993

Japan bookings to the United States decreased 16 to 20 percent on average in the second quarter of 2009, according to the U.S. Department of Commerce sponsored Japan Travel Trade Barometer. The primary drivers for the decline were the H1N1 flu and airfare/fuel surcharges. On average, the state of the global economy was rated as a minimal deterrent.

Japanese firms that promote and sell travel projected Japan bookings to the United States for the third quarter of 2009 to be lower on average, compared to last year. The majority, 73 percent, of the Japan travel trade projected bookings to the United States to decrease in the third quarter of 2009 compared to the third quarter of 2008. On average fourth quarter bookings were also projected to be lower. Fifty-five percent of the Japan travel trade projected bookings to be lower in the fourth quarter of 2009 compared to the same period in 2008.
