DOT OIG Criticizes FAA Grants

On Aug. 6, the DOT Office of the Inspector General (DOT OIG) released an Advisory on Airport Improvement Program (AIP) project grants issued by FAA under the American Recovery and Reinvestment Act (ARRA).  The report stated that FAA "did not adequately reconcile national ARRA goals with the Agency's National Priority Rating (NPR) process for scoring potential AIP projects, and the economic merit of some lower–ranked projects may be questionable. Additionally, some projects may involve recipients with histories of grant management problems." As a result, the DT OIG will follow the Advisory with a full audit.

In a memo DOT Deputy Secretary Pocari took issue with the criticisms on Aug. 7, stating that "FAA's project selection fully complied with applicable statutory and regulatory requirements." The response also provided detailed information on the six projects (out of 263 funded as of Aug. 3) that the DOT OIG questioned as justified in the Advisory.

ACI-NA has contacted the DOT OIG to determine how airports that received ARRA grants would be affected by the audit. Detailed information will be provided when it is received.

TSA Affirms Tarmac Delay Assistance

Responding to whether airlines can deplane passengers into the terminal after the passenger screening checkpoint has closed (following the ExpressJet incident at Rochester, MN), TSA issued the following information via their blog. "TSA does not make decisions on whether or not passengers can deplane. We do however have the ability to recall our officers and open a checkpoint at the request of an airline or airport."  Additionally, "…passengers did not need to be screened or rescreened to deplane and re-board as long as they didn't exit past the checkpoint and leave the non-screened sterile area of the airport."  This is consistent with the information provided by TSA in June 2008, during the DOT Tarmac Delay Task Force on which ACI-NA participated.

National Council on Disability Submits Report to President on Effective Emergency Management for People with Disabilities

On Aug. 12, the National Council on Disability (NCD) submitted to the President a report entitled "Effective Emergency Management: Making Improvements for Communities and People with Disabilities".  NCD is charged with the responsibility to gather information on the development and implementation of federal laws, policies, programs, and practices that affect people with disabilities.  This report offers information and advice to assist all levels of government establish policies, programs, and practices in emergency management for people with disabilities, whether the disability be mobility, sensory, or cognitive.  Seven chapters of the report review and discuss findings for a variety of hazards and the four main phases of emergency management activity: preparedness, response, recovery, and mitigation.

The report notes that emergency preparedness activities are less effective without the participation of vulnerable populations and that people with disabilities must be actively involved in the planning process for several reasons:

  • First, their knowledge of potential barriers is invaluable. People with disabilities are excellent choices to serve as consultants or advisors during emergency plan development).
  • Second, their personal experience in overcoming these barriers adds tremendous validity to plan solutions.
  • Third, the empowerment experienced through participation may prompt people with disabilities to take preemptive actions on their own and encourage others to follow suit.

This report may be useful as airports develop their contingency plans. A pdf copy the 514 page report is available.

TSA Extends RFI Response Deadline

TSA has extended the deadline by which responses must be submitted to the Request for Information (RFI) posted by the Office of Transportation Threat Assessment and Credentialing (TTAC). Through the RFI, TSA seeks to identify service providers capable of collecting and transmitting biometric and biographic information to support Criminal History Records Checks (CHRCs) and Security Threat Assessments (STAs) required in accordance with federal regulations or Security Directives. Responses must now be submitted by 4 p.m. Eastern on Tuesday, Sept. 29.

Reducing Our Carbon Footprint
ACI-NA has thought of a variety of ways in which we can continue to 'go green' at this year's Annual Conference & Exhibition:
 

An e-mail copy of the Pre-Registration Roster will be sent on Monday, Sept. 21, to all registered attendees. Providing an electronic file of the roster in place of the paper version will save hundreds of pounds of paper, and it will also provide the opportunity for conference attendees to have a more recent list of attendees once on-site.
  • Water stations will be used in lieu of water bottles, and there will be recycling bins located throughout the Austin Convention Center.
  • To help us out, we are asking all attendees to return unwanted badge holders to the Registration area to be reused later.
  • ACI-NA is also trying to use recycled or recyclable materials for all the items available for sponsorship. 
These are a few ways in which ACI-NA is working to reduce our carbon footprint as we strive to reduce our impact on the environment. We hope you will join us in our efforts while you are at the conference and when your return to your airport, office, and/or home.
 
 
Education Spotlight:
 As airports and community leaders look for ways of dealing with the recession and positioning themselves for recovery, air cargo is increasingly recognized as a potential centerpiece. Moving goods on a secure, timely basis is a key to being competitive to global markets especially through creative partnerships of communities, freight forwarders, logistics partners, and airlines.  Join us for a session at 3:15 p.m. Tuesday, Oct. 13, to hear how partnerships between airports, communities and the industry will help in the recovery of the industry. Moderator is Mark VanLoh of Kansas City Aviation Department, with speakers Ian Morgan of Cargolux Airlines International S.A., and Garth Atkinson of Calgary Airport Authority.

The Online Learning Centre of ACI's Global Training Hub is now offering a Certificate in Concession Management course designed for staff engaged in managing concessions such as retail, food/beverage, duty free, services, parking and ground transportation and rental cars. The next Air Transport System course -- the mandatory first-step in the ACI/ICAO Airport Management Professional Accreditation Program (AMPAP -- will be offered in Houston the week of Dec. 7-11. This class must be completed before students can progress to the rest of the six-course curriculum.

ACI-NA/ACC/FAA NEPA Practitioners Workshop:  Updated Agenda

Join ACI-NA, ACC, and the FAA at this year's NEPA Practitioners Workshop at The Westin Crown Center, December 7-9, in Kansas City, MO. 

The workshop begins with a joint session on December 9 between airport planning and NEPA professionals, focusing on strategies to better integrate the planning/project definition and NEPA process to ensure success. After the joint session, the environmental portion of the workshop will focus on details covering three primary topics: cumulative effects, air quality and conformity, and indirect effects. Along with comprehensive presentations, the workshop will include class exercises based on real-life examples and facilitated discussions. New and emerging environmental issues will also be discussed, including greenhouse gas inventories and climate change adaptation.

Please note:  The ACI-NA/ACC/FAA Airport Planning Redefined Course will immediately precede the Workshop on December 7-9, 2009.  If you are interested in attending both the Airport Planning Course and NEPA Workshop, a discounted registration rate is available for both.

Commercial Management Committee

The Commercial Management Committee serves as a forum for members to share ideas, best practices, and information among airport concessionaires, consultants and commercial properties professionals.  The committee focuses on concession and commercial property management issues and develops an annual work plan that includes projects that will address key industry issues.  Currently, the committee has four working groups:

Concessions Benchmarking: The Concessions Benchmarking Working Group has developed the first ACI-NA Concessions Benchmarking Survey for News, Gifts & Specialty Retail. The goal of this survey is to compile a comprehensive database of key industry measures for member airports to compare with their peers. Ultimately, the goal is to have an annual set of data to track trends of airport concessions related to news, gift and specialty retail and help establish performance criteria and measures. ACI-NA launched the 2009 (CY 2008) Concessions Benchmarking Survey for News Gift and Specialty Retail on June 11, 2009. Airports of all sizes were strongly encouraged to participate. Sixty-seven airports responded to the survey representing 69 percent of large hub airports, 59 percent of medium hub and 18 percent of small hub. Eight Canadian airports also participated in the survey.

 Preliminary results will be presented at the 2009 ACI-NA Airport Concessions Conference Nov. 9 – 12, 2009 in Indianapolis. Only participating airports will have full access to the database. Airports that did not participate in the survey will have access to an aggregate summary. 

Trends & Updates:  This working group was initiated in fall 2008 with the goal of tracking trends in various evolving sectors of airport commercial management. It consists of 11 members from airports and consultants. The working group members are gathering historical, current and emerging trend data on the following areas: Retail, News, Food & Beverage and Passenger Services. A summary will be distributed to the Commercial Management Committee in late August.

Concession Contracts Resource Database:  This working group will develop a contracts database that contains current and effective concession contract provisions. Provisions included are financial models, use clauses, operating standards, liquidated damages, nonexclusive rights/rights of First Refusal, Holdover Provisions, Prohibited Acts, Inspection of Premises.  The working group has gathered contract clauses representing 16 subjects and over 75 clauses, which are uploaded in the Commercial Management Committee Resource Center All clauses are no more than five years old and are categorized according to hub size to maintain airport confidentiality.

Arrivals Duty Free (ADF):  The purpose of this group is to review the existing policy regulations that govern duty free sales. This group will make policy recommendations for duty free sales to be allowed in the arrival areas of US airports. It is also focusing on spreading awareness of ADF and rallying support for its implementation in the United States and Canada. Members of the Canadian Coalition, a group that has been trying to have ADF programs in Canada for the past several years, are working closely with working group members.

The Committee is also responsible for planning the Annual Airport Concessions Conference.  This year the event will be held Nov. 9-12, 2009, in Indianapolis. Attendees will have an opportunity to participate in numerous sessions and they also will be able to partake in Speed Dating with concessionaires and airports. The 2009 ACI-NA Richard A. Griesbach Excellence in Airport Concessions Contest is also managed by the Commercial Management Committee.  The contest recognizes concessionaires and airports with creative, successful concession programs and helps to promote the innovative spirit within the airport concession industry. This year, ACI-NA has received 160 nominations. Winners will be recognized at the awards luncheon during the 2009 ACI-NA's Concessions Conference in Indianapolis.

BTS Now Posts Airline Employment Numbers By Carrier

The U.S. Department of Transportation's Bureau of Transportation Statistics (BTS) is now posting monthly full-time and part-time employment numbers by airline on its website. The new web page allows the user to search for full-time and part-time employment by carrier for any month beginning with January 1990. These numbers are the basis for the calculations used for the BTS monthly scheduled passenger airline employment press releases.
