Edmonton Wins Hereford Honor Twice in Row

ACI-NA announced that 31 airports are winners of its 2009 Excellence in Marketing and Communications Contest, with Edmonton International Airport receiving the top honor, the Peggy G. Hereford Overall Award for Excellence, for a second year in a row.

 
This year, 62 airports and airport authorities submitted almost 300 entries in the contest, which encompasses categories that recognize work in marketing and public relations, and provides airports the opportunity to be honored for the quality of their work. Awards are distributed in 20 categories ranging from brochures, advertising, marketing and public relations campaigns, newsletters, special events, video and film productions, to websites. Over an 8-day period, 39 communications and marketing professionals from the Washington, D.C.-area served as judges to review the entries submitted.
 
The Peggy G. Hereford award is widely recognized throughout the airport industry as the highest honor an airport can earn in the marketing and communications field. The award recognizes creativity in illustrating the airport's message, effectiveness in connecting with audiences, and the overall scope of the airport's effort in marketing and public relations. The award's goal is to spotlight the commitment and dedication of the winning airport's accomplishments in marketing and communications. 
 
The Peggy G. Hereford award winner, Edmonton International Airport, placed in seven categories: Second Place: Annual Reports; First Place: Brochures; First Place: Marketing Campaigns; Third Place: Customer Service Initiatives; First Place: Print Advertising: Black & White; First Place: Video & Film Productions; Second Place: Creative Innovations: Technology.
 
Houston Airport System won five awards, and Miami International Airport and Boston Logan International Airport each won four.

Enough Already

ACI-NA President Greg Principato on Tuesday in his blog, Airport Check-in, came to the defense of Rochester International Airport as a result of criticism by ExpressJet following a seven-hour passenger stranding over the weekend. Greg notes, "I am tired of airlines blaming everyone else, with airports being their favorite target of choice." 

Labeling the airline's excuses "bull" Principato struck a nerve with New York Times columnist Joe Sharkey who pointed out that over the years when airlines strand their passengers it has been the airport managers sending out pizza and water to those travelers forced to stay on the plane. After tearing apart the ExpressJet excuses item-by-item, Sharkey then reprint's Greg's blog in its entirety.
 
In its report today that the U.S. Department of Transportation is investigating the Rochester incident to determine if either ExpressJet or Continental violated any laws by their inaction, Aviation Daily also notes Greg's blog. "Airports Council International-North America also blasted airlines for trying to pass the blame to airports."
 
Aviation Week reporter Benet Wilson today noted in her blog, Things with Wings, the history of ACI-NA trying to stand up for the passengers by listing our sponsorship of "irregular ops" meetings going back to 2007. She also noted, "Anyone who knows Principato knows that he is a measured and reasonable man.  So for him to write such an angry blog post shows how this situation has touched a nerve across the industry.  I covered the airports industry for 3 years, and I can see why Principato is angry."
 
 
 
 
Court Upholds Rent Formulas in LAX Case

On Aug. 7, the U. S. Court of Appeals upheld the methods used by Los Angeles International Airport to calculate the rental rates airlines pay for terminal space at the airport. This was a very complex legal decision, covering a multitude of issues. It is important to note that the court upheld the airport's increased maintenance and operations fees as non-discriminatory. The decision also supported the airport's position in finding that the Department of Transportation (DOT) was incorrect in placing the burden of persuasion on the airport to justify the use of different methods for determining rentable space for the airlines.  

The decision validates the fee methodology adopted by the airport, which allows it to recover operations and maintenance costs at LAX Terminals 1 and 3 from the airline tenants. The court also recognized that the airlines, not the airport, are responsible for supporting their position that the airport proprietor cannot use different rate methods for determining rentable space for the airlines with month-to-month agreements versus those with long-term lease agreements."
 
A number of issues in the case are yet unresolved. For example, the court has asked the DOT to review the "monopoly power" issue to determine whether the alleged use of monopoly power by the airport was relevant to the fee dispute. ACI-NA believes it is premature to predict the outcome of the DOT on this, or any other unresolved issue.
 
The court remanded the case to DOT to decide several issues for further clarification.

Temporary Measures Likely When Congress Returns

Senate Commerce Committee Chairman Jay Rockefeller (D-W.Va.) made it clear during committee consideration of the Federal Aviation Administration (FAA) reauthorization bill, S. 1451, last month, that work had been done to keep the bill free of the controversial issues included in the House bill, such as antitrust immunity for airline mergers and Aircraft Rescue and Fire Fighting standards, as part of his effort to produce a bill that would require no more than two days to pass the full Senate. With much of the Senate floor calendar already spoken for, it remains to be seen if S. 1451 will be considered before the current extension of FAA authority runs out on Sept. 30. It is likely we will see another extension; the only question being its length.  

House and Senate members should return from their August break rested and ready to go as they have a very full agenda ahead of them. While the House has passed all 12 Fiscal Year 2010 Appropriations bills, the Senate has passed only four, including Homeland Security. The Senate Appropriations Committee has reported out the 8 remaining bills, and the House and Senate Leadership have reiterated their intent to pass each bill in order to avoid an "omnibus" appropriations bill. Therefore, expect at least one extension for the Fiscal Year 2010 Transportation, Housing and Urban Development bill, which provides funding for the FAA, as it could be November or December before work is completed on it.

CBP to Expand Global Entry to 13 Additional U.S. Airports

Later this month, Customs and Border Protection will expand its Global Entry program to 13 more airports. Currently a pilot test of the program is underway at seven airports. Once implemented at the 13 airports, Global Entry will be up and running at all 20 Model Ports. 

Global Entry allows for the expedited clearance of pre-approved, low risk passengers into the United States, using Global Entry kiosks at designated U.S. airports. Currently only U.S. citizens, nationals and Lawful Permanent Residents are eligible to use Global Entry; however, citizens of the Netherlands may also enroll in the program under the reciprocal agreement reached by the United States and the Netherlands after being vetted by both governments. 
 
CBP has not announced a specific roll out of the program at the 13 additional airports, which include:
  • Newark Liberty International Airport (EWR)
  • San Francisco International Airport (SFO)
  • Orlando International Airport (MCO)
  • Detroit Metropolitan Wayne County Airport (DTW)
  • Dallas Fort Worth International Airport (DFW)
  • Honolulu International Airport (HNL)
  • Boston Logan International Airport (BOS)
  • Las Vegas McCarran International Airport (LAS)
  • Orlando Sanford International Airport (SFB)
  • Seattle-Tacoma International Airport (SEA)
  • Philadelphia International Airport (PHL)
  • San Juan Luis Munos Marin International Airport (SJU)
  • Ft. Lauderdale-Hollywood International Airport (FLL)

 

 
The program is operational at John F. Kennedy International Airport (JFK); George Bush Intercontinental Airport (IAH); Washington Dulles International Airport (IAD); Los Angeles International Airport (LAX); Hartsfield-Jackson Atlanta International Airport (ATL); Chicago O'Hare International Airport (ORD); and Miami International Airport (MIA).

Reducing Our Carbon Footprint
ACI-NA has thought of a variety of ways in which we can continue to 'go green' at this year's Annual Conference & Exhibition:
 

An e-mail copy of the Pre-Registration Roster will be sent on Monday, Sept. 21, to all registered attendees. Providing an electronic file of the roster in place of the paper version will save hundreds of pounds of paper, and it will also provide the opportunity for conference attendees to have a more recent list of attendees once on-site.
  • Water stations will be used in lieu of water bottles, and there will be recycling bins located throughout the Austin Convention Center.
  • To help us out, we are asking all attendees to return unwanted badge holders to the Registration area to be reused later.
  • ACI-NA is also trying to use recycled or recyclable materials for all the items available for sponsorship. 
These are a few ways in which ACI-NA is working to reduce our carbon footprint as we strive to reduce our impact on the environment. We hope you will join us in our efforts while you are at the conference and when your return to your airport, office, and/or home.

Compensation & Benefits Working Group

Through the efforts of the ACI-NA's Human Resource's Compensation & Benefits Working Group the first industry-specific compensation-and-benefits survey was created. ACI-NA had an outstanding response from U.S. airports who participated, demonstrating the importance of this survey to the airport industry, as it is the only industry-specific salary-and-benefits survey currently available.  

The planning process has been completed and the 2009 ACI-NA Compensation and Benefit Survey tool was launched on Aug. 5. This updated survey will include additional job listing descriptions and data points requested by our members' feedback to the initial survey, such as having only airport specific job listings and benefits. 
 
Oct 15 will be the deadline for completing the survey. The group hopes to release the results to the participating airports after Jan. 24. It plans a Webinar in early February to train participants on how to obtain the data from the database.
 
The group is planning a Canadian-specific survey in 2010 to obtain human resources information unique to Canadian laws.
 
The Compensation and Benefits Survey Working Group is chaired by Cathy Arnit, Tucson Airport Authority.

Stimulus Spotlight: Spokane International Airport

Spokane International Airport (GEG) received $15 million in stimulus funds to assist with runway and apron improvements, creating as many as 100 jobs and allowing for completion nearly 10 years ahead of schedule, according to airport spokesman Todd Woodard. 

"We realized there was an opportunity to access an additional revenue source for two high priority capital projects that were not identified for construction in 2009," Woodard said of the airport's strategy to incorporate funds from the American Recovery and Reinvestment Act into its capital plans.

BTS Now Posts Airline Employment Numbers By Carrier

The U.S. Department of Transportation's Bureau of Transportation Statistics (BTS) is now posting monthly full-time and part-time employment numbers by airline on its website. The new web page allows the user to search for full-time and part-time employment by carrier for any month beginning with January 1990. These numbers are the basis for the calculations used for the BTS monthly scheduled passenger airline employment press releases.
