FAA Releases Statement on SMS Extension

The FAA has released a statement on the additional release of a Supplemental Notice of Proposed Rulemaking (SNPRM) for SMS at Certificated Airports.

On December 17, ACI-NA notified our members that the FAA had updated the rulemaking schedule for SMS at Certificated Airports by proposing to issue an SNPRM by December 2013, followed by an additional public comment period thus extending the overall schedule by more than a year.

We are cautiously optimistic that the FAA has taken many of the industry’s comments into consideration especially those concerning overall implementation as well as scalability of an SMS program based on airport size.  In fact, they received so many comments that they felt it necessary to release an update of the rule, provide rational for the changes and allow an additional time period for the industry, as well as the general public, to comment. 

To this end, we have asked the FAA to release its responses to industry comments regarding the original NPRM prior to issuance of the SNPRM as well as a response to comments that ACI-NA submitted on FAA Order 5200.11 FAA Airports Safety Management Systems (commonly called the Internal SMS rule).
