FAA Issues Draft of Updated AIP Handbook

Executive Summary:  The FAA has issued draft FAA Order 5100.38D,Airport Improvement Handbook and is seeking industry comment regarding no later than March 15, 2013. ACI-NA will be preparing consolidated comments on behalf of members and asks members to submit input to us no later than March 8, 2013.  We are also planning to hold a webinar regarding the draft Handbook later this month.

Issue:  Today, the FAA issued its first revision to the Airport Improvement Program (AIP) Handbook since 2005.  The draft Handbook, otherwise known as FAA Order 5100.38D, provides guidance and sets forth policy and procedures to be used in the administration of the AIP.

As the FAA notes the draft Handbook will replace both FAA Order 5100.38C, Airport Improvement Program Handbook (dated June 28, 2005) and FAA Order 5100.20C, Programming Control and Reporting Procedures Grant-In-Aid Program (dated December 7, 1999) and provide updated information that reflects current legislation and policy including program guidance letters issued prior to July 30, 2012, and provisions of the FAA Modernization and Reform Act of 2012.

Who is impacted:  All airports that take advantage of the Airport Improvement Program, including both airports that accept AIP grant-in-aid funding and airports that collect/use Passenger Facility Charges (PFCs).

What ACI-NA is Doing:  ACI-NA is preparing consolidated comments regarding the draft Handbook on behalf of ACI-NA members.  We will also be holding a webinar for members to discuss the major changes in the document over the next couple weeks.  Please stay tuned for additional details.

What You can Do:  We ask members to submit your comments for inclusion in our consolidated submittal no later than March 8, 2013. We also encourage members to submit your own comments to FAA directly.  These comments can be submitted via e-mail to 9-ARP-AIPHandbook@faa.gov no later than March 15, 2013.
