ACI-NA Issues New Categorical Exclusion Proposal Form

With support of the Federal Aviation Administration (FAA), the ACI-NA Environmental Affairs Committee NEPA Working Group has developed a format in which members can submit "new" or "revised" Categorical Exclusion (CatEx) ideas for addition to FAA Orders 1050.1E Policies and Procedures for Considering Environmental Impacts (revised version 1050.1F to be released soon) and 5050.4B, National Environmental Policy Act (NEPA) Implementing Instructions for Airport Projects.

The FAA has encouraged the aviation industry to continually research, evaluate and expand the current list of approved CatExes. The Committee seeks to identify airport development actions that rarely, if ever, result in significant adverse impacts but yet are not currently listed in 1050.1E as a being categorically excluded.

The Categorical Exclusion Proposal Form identifies the supporting information FAA will need to propose a new CatEx to the Council on Environmental Quality (CEQ). Committee members who wish to do so are encouraged to submit their ideas to ACI-NA. ACI-NA will review each submission and determine if sufficient information is provided prior to presenting it to the FAA for final consideration.  

The Categorical Exclusion Proposal Form is located on the Environmental Affairs Committee website in PDF format. Data can be entered directly to the form and saved.  Instructions and an example are also provided.  Development of new CatEx ideas will ultimately aid the FAA, airport sponsors and consultants in streamlining National Environmental Policy Act (NEPA) processing for advancement of airport related projects.
