Monica Hargrove Kemp

General Counsel

Monica Hargrove Kemp began her position as General Counsel of ACI-NA in February 2008. She serves as ACI-NA's senior in-house counsel and directs ACI-NA's participation in airport-related litigation and policy related to legal matters.  Kemp also serves as committee secretary for the Legal Affairs Committee.

Prior to joining ACI-NA, Kemp served as Associate General Counsel of US Airways, and was generally responsible for the legal management of the company’s regulatory matters, including compliance with the Department of Transportation’s domestic and international regulations, antitrust compliance and counseling as well as litigation management, environmental compliance and counseling and intellectual property management, among other responsibilities.  She was involved in a variety of key aviation issues including the regulation of computer reservations systems, capacity constraints at slot controlled airports, the US Airways/British Airways Alliance, and the United/US Airways joint marketing relationship. 

Kemp has held membership in the American Bar Association and served in leadership positions in its Antitrust Section.  She was Vice-Chair of the Transportation Committee of the Antitrust Section in1996 and 1997 and Co-Chair of the Corporate Counseling Committee from 1998 to 2000.

Prior to her employment with US Airways, Monica was a trial attorney for the Antitrust Division of the United States Department of Justice in Washington, D. C.  There, she worked in the Special Regulated Industries Section, the Energy Section, and served on the Division’s AT & T Trial Staff.  

Kemp graduated from the University of Michigan Law School and Dartmouth College, and has served in a number of alumni capacities and organizations, including the Steering Committee of the Washington, D. C. chapter of the Alumni Society, the Black Alumni of Dartmouth Association, the Dartmouth Lawyers’ Association and the Alumni Council.
